Under the Road Management Act 2004, ARV is the coordinating and responsible Road Authority for public municipal roads within the resorts. ARV has a duty to inspect, maintain, repair and snow clear public municipal roads, public carparks and public pathways.
Mt Buller & Mt Stirling has an existing Road Management Plan (RMP) developed in 2021. The purpose of the RMP is to:
· Clarify road, carpark, track, trail and pathway management and snow clearing responsibilities.
· Establish community agreed standards for inspection, maintenance, repair and snow clearing.
· Strike a balance between performance standards, available resources and competing priorities.
Under the Road Management (General) Regulations 2016, ARV must complete a review of its RMP within 5 years of its creation or previous review. An initial internal review has been completed and potential minor amendments to update village and organisational changes since 2021 and improve clarity of actions have been identified.
As a part of the review process, ARV is providing the opportunity for public feedback and comment on the RMP and the potential amendments.

Alpine Resorts Victoria have engaged Urban Enterprise, with support from Tract landscape architects, to develop a concept master plan for the activation for the Mirimbah Precinct.
Following a targeted and robust first-round consultation process, the below vision for the site has been identified, drawing on local values and aspirations for the precinct.
Vision: Mirimbah will strengthen its role as an orientation point and destination for discovering Victoria’s High Country and play an important role in activating year-round visitation to the Mt Buller-Stirling. Its pristine natural environment will be enhanced with improved facilities to support passive and active recreation within and leading from the precinct.
As a result of the stakeholder engagement and visioning process, two concept masterplan options have been prepared for the site. Both options include a snow season and green season version to demonstrate the site uses across the year.
The concept masterplan focuses on the potential future uses for the precinct, and their spatial allocation based on best fit with the site landscape, amenity and current and future site roles. The masterplan options are indicative only and may be subject to change, following consultation, detailed engineering and design work.
The options can be viewed in the report below:
The key difference between Version 1 and Version 2 for both seasons is the layout of the resort entry gate and visitor services/amenities building (incorporating general store, food and beverage, chain hire, resort entry sales).
Vehicles heading to Mt Buller that need to detour via the resort entry gate and/or the visitor services/amenities building, re-join Mt Buller Road via Mt Stirling Road as an alternative traffic management measure. The visitor services/amenities building is connected to the Delatite River via decking in Version 2 as opposed to having direct river frontage in Version 1.
Resolving these complex issues will involve detailed design and engineering when funds permit.
If you would like to provide feedback on Masterplan Options 1 and 2, and the uses identified for the site, please use the Submit Feedback Form below.
Please provide your feedback by 20 December 2022 to have your say.
